Industry Veteran to Expand Firm’s Infrastructure Capabilities and Support Development of a Transportation Advisory and Program Management Practice

FORT WORTH, Texas, Oct. 2, 2026 /PRNewswire/ — Michael Schneider, a nationally recognized transportation and infrastructure executive with more than four decades of experience in project delivery, strategic planning, and public-private partnerships, is teaming up with Paslay Group to support development of the firm’s transportation and infrastructure practice. The new team will support owners within the road, highway, and public transportation industries in the development and delivery of complex infrastructure programs.

One of the key areas of emphasis that Schneider plans to establish is the formation of a new national practice supporting development and implementation of local infrastructure ballot initiatives, a focus of strategic importance for the funding and financial sustainability of local transit, highway and active transportation projects.

As Paslay Group continues expanding its advisory services beyond aviation, Schneider’s affiliation strengthens the firm’s ability to support transportation agencies and public owners pursuing major capital investments, alternative delivery strategies, and long-term infrastructure development.

Schneider most recently co-founded and served as managing partner of InfraStrategies, LLC and continues to serve as a senior advisor to the firm. He previously was Senior Vice President at HDR where he directed the firm’s strategic consulting practice and was the international director of professional services. Earlier, Schneider spent nearly 30 years with Parsons Brinckerhoff (now WSP) where he led the transportation business in the Western US, founded and chaired the firm’s global strategic advisory practice, served as Executive Vice President for Corporate Development and Professional Practice, and was a member of the firm’s Board of Directors for more than a decade.

Throughout his career, Schneider has advised owners around the world on the planning, financing, and delivery of major transportation programs, and has led teams in the management of many significant transit and highway projects. He is widely recognized for his expertise in public-private partnerships, infrastructure finance, executive leadership and alternative project delivery. Schneider has authored more than 150 papers and publications on infrastructure finance and project delivery and lectured at educational institutions across the country.

Schneider has received Lifetime Achievement Awards from the American Road and Transportation Builders Association (ARTBA) and from the International Public-Private Partnerships Organization, P3 Bulletin. In 2024, Schneider was inducted into the American Public Transportation Association (APTA) Hall of Fame in recognition of his lifetime contributions to the transportation industry. He served for many years on the Association’s Board of Directors, founded and served as chair of APTA’s Committee on Public-Private Partnerships, and currently serves as Vice Chair of the American Public Transportation Foundation (APTF).

Schneider will be at the American Public Transportation Association (APTA) TRANSform Conference and EXPO in Chicago Oct. 4-7, where he will meet with transit agency leaders and industry peers.
